The Confidential Record, also called the Annual Confidential Report (ACR), is the official yearly assessment of an officer's work, conduct, ability and integrity. It is written in stages by senior officers and plays a key role in promotions, postings and disciplinary decisions.

Frequently Asked Questions

CR Management System FAQs

  • What is a Confidential Record (CR)?
A CR is the yearly assessment of a police officer's performance, conduct, ability and integrity, written by senior officers. It is used for promotions, postings and service decisions.
  • Who fills the CR?
The officer fills a self-appraisal. The reporting officer assesses it, the reviewing officer reviews it, and the accepting authority gives final approval.
  • Can the officer see their own CR?
The officer can see their self-appraisal and any remarks that are communicated to them, such as adverse remarks or final grading, as per department rules.
  • What happens if a reporting officer does not act in time?
The system sends reminders before the deadline. If the deadline passes, the CR is flagged and escalated to the next authority.
  • Can the reviewing officer send a CR back?
Yes. The reviewing officer can return it to the reporting officer for clarification, or record their own modified assessment.
  • How are adverse remarks handled?
Adverse remarks are communicated to the officer through the system. The officer can submit a representation online within the allowed time, and the competent authority records a decision.
  • What if the reporting officer is transferred mid-year?
The system lets the CR period be split, so each reporting officer assesses the time the officer served under them.
  • How is confidentiality maintained?
Each user sees only the CRs where they are part of the chain. Records are encrypted, digitally signed and every access is logged.
  • Can old paper CRs be added?
Yes. Old CRs can be scanned and uploaded, so each officer's full history is in one place.
  • How does it help promotions?
The promotion committee can view an officer's CR history and grade summary for any period in one click, with missing years clearly shown.
  • What reports are available?
CR completion status by unit, pending CRs at each level, overdue cases, adverse remark cases and grade summaries.
